“Limited to” is correct when you are suggesting that something has an upper level of something.

There are many examples, including, but not limited to, cars, trains, and buses. 

“Limited to” is often used as part of the phrase “include but not limited to” which you can read more about here. 

Too vs To

To is a preposition and part of the infinitive of a verb.

I am driving to the bank.

I need to eat right now.

Too is an adverb that means “also” and “excessively”.

I miss you too.

I ate too much ice cream.
